Mr. Hilsee was the first judicially recognized notice expert in the United States and in Canada; he created with the Federal Judicial Center its plain language notice models at www.fjc.gov, and he has earned more court citations for his expertise than any other person in the field. Ms. Coyle Hilsee created models for complex multinational notification plans, methods to reach lower income and minority targets, and broadcast notice analyses and methods employed in class actions today. The Hilsees first brought reach and frequency notice exposure analysis to the courts, as well as notices designed to be “noticed.”
